Of this funding, BiH's institution budget is established in the amount of 950,000,000 KM, and repayment of BiH's foreign debt in the amount of 444,928,000.

Nebojsa Radmanovic and Zeljko Komsic, members of BiH Presidency, voted for the draft of the budget, while Bosniak member Bakir Izetbegovic was against this budget proposal and put forward a number of objections.

In relation to the budget delivered by BiH Council of Ministers, the following changes of the budget for 2012, part of the proposal of the law on budget that will be addressed to the BiH Parliamentary Assembly, were adopted:

1. By amendments of Article 9, Paragraph 2 BiH Constitution, salaries for employees in the BiH institutions will not be reduced.

2. In the budget year 2012, there will be no reception of new employees in BiH institutions.

3. Paragraphs 2 and 3 of Article 13 of the Law on the budget for 2012, related to use of budgetary funds reserves, will be deleted.

Besides the law proposal, BiH Presidency at the session adopted following conclusions that will be addressed to the BiH Parliamentary Assembly for consideration:

The Presidency concluded that the Central Bank paid to the account of the BiH Treasury 27,5 million KM, and not, as was noted in the draft of the budget, 25 million KM, and it proposed to the BiH Parliamentary Assembly to allocate 2,5 million KM in the process of adopting the budget;

Launch an initiative to all employees of BiH institutions, including chosen and appointed persons, to abolish all charges for work in all commissions, the steering committee and other bodies in BiH institutions;

To examine the actual need and economic justification of all contracts on lease spaces of needs of BiH institutions;

To examine all costs for contractual and other special services, in order to minimize this cost.

The amendment proposal of the law on budget BiH institutions, related to insurance of additional funds to agencies for implementation of the law, Ministry of Defense and Ministry for Human Rights and refugees of BiH were not adopted, a BiH Presidency Public Office spokesperson stated.
