European path no guarantee that BiH can function as a state
Republika Srpska President Milorad Dodik believes that if the European Union Special Representative actually called for the maintenance of the Office of the High Commissioner in BiH (OHR), or for the use of any mechanisms outside those that are typical of the integration process, then this speaks to the proposal of the thesis that not even the European path is a guarantee that BiH can function as a state.
In a written statement, Dodik repeated the view that the actions of the High Representative, and especially Paddy Ashdown, "leave a difficult legacy for both BiH and the EU."
"As far as RS is concerned, our stance on the destructive and retrograde character of the OHR is clear and has been presented countless times. I am certain that the retention of the OHR is not in the interest of the EU, but we know of course that there are those countries that do not wish to see him leave. Calling for the maintenance of the OHR, whether it comes from Bosniak political parties or representatives of the international community, shows that in fact there is a misconception of how such a worn-out institution like the OHR will be successful in compensating for the instability of internal cohesion in BiH, or even more misleading, that the OHR represents a guarantee of the survival of BiH", Dodik said in a
written statement.
He adds that he absolutely understands the context in which the process of European integrations takes place, whether in terms of mutual relationships of different elements of the international community, in terms of relationships within the EU, or in terms of
internal relationships in BiH.
"What interests Republika Srpska, and me as its president, is whether Europe is capable of speaking with one voice, as it demands from BiH. We don't want a Europe in which the course of one month one of its institutions - as the European Parliament did with its March
resolution - calls for the international community and domestic powers to prepare the terrain for the termination of the OHR, and after that some other European representative recommends the maintenance of the OHR. I don't even want to go into the reasons whether certain statements were coerced or reflections of personal or collective thinking in the EU framework. I expect that the European view will be clearly presented. I expect from the EU, which for BiH invented formulations like credible trends, credible efforts or credible application, establishes frameworks and its own credibility and moving in those same terms, and it will do the best when it takes into account the realities in BiH and moves from the shadow of the OHR", Dodik's statement reads.
From the RS statements he expects, as is alleged, responsible behavior in the process of European integrations such as been the case so far, but must still visibly make a difference between what the RS has done in implementation of the European agenda in relation to the rest of BiH, and from the representatives of European institutions that with the occasions of their statements or their behaviors they will first measure well the consequences that will be produced by the European path or on internal relations in BiH.
Dodik's position was communicated to the media after the statement of the EUSR Peter Sorensen in a meeting with the Joint Committee on European Affairs in the Irish Parliament was published at the end of March, in which, as the media in RS reported, it was stated "that it would be wise to keep the mandate of the OHR and EUFOR in BiH."
